"large-scale infrastructure or other damaging attack" refers to an attack in which substantial damage is done to some substantial infrastructure (a bridge, a powerplant, etc.) or in which some number of people are seriously injured or lose their lives. The Hugging Face incident suggests that fears about AI unintentionally becoming malicious while trying to solve some benign task are valid. Open-weight models make it increasingly likely that malevolent actors can use AI for their terroristic purposes. AIs are increasingly capable of penetrating rigorous computerized defenses, and much of our infrastructure depends on computers. All of this suggests that the ability of AI to do bad, intentionally or unintentionally, will only increase over the next five years.
