“By 2031, the Chinese Communist Party (CCP) will establish a long term military presence, with elements of the People’s Liberation Arm (PLA), on a nation in the Western Hemisphere, specifically between longitude 30W and 135W.”

Establishing a military presence in the Western Hemisphere, the CCP will achieve several objectives, 1) to establish a global military presence, similar to the United States, 2) expand their sphere of influence into the backyard of the United States, 3) demonstrate their ability to gain direct support of a western hemisphere nation, 4) benefit through a return on their investment in infrastructure projects in the region, and 5) potentially lead to bilateral or multi-lateral negotiations on the presence of U.S. military forces in the Western Pacific.
